This proposal(9) might be technically good enough but is still likely to fail unless the initial conditions is good.

humans will be divided into the following classes
A the ruling elite.

A0 citizens 15
These are the members of the senate and has the higher legislative and judicial power. A senator can request an A-vote. Each senator chooses a first to forth successor that will takeover once he dies or resigns.

A1 citizens 85
State governor, cabinet member or first successor to a senator. The senate must be unanimous in order to remove an A1 citizen from his post. 15 A1 citizens can request an A-vote or delay the replacement of a deputy senator by 100 days.

A2 citizens 115
Deputy governor, second to forth successor to a senator or deputy to a cabinet member. A margin of 13 votes is required in the senate to remove an A2 citizen from his post.

A3 citizens 210
Second to forth deputy governor or second to forth deputy to a cabinet member. A margin of 11 votes is required in the senate to remove an A2 citizen from his post.

A4 citizens 1575
The A0 and A1 citizens will choose every other new A4 citizen. When it is a senators turn to select a new A4 citizen any B-citizen can be chosen. citizen can choose a B0 citizen(requires no confirmation), a B1 citizen(requires a 3-vote margin confirmation in the senate) or any other individual(requires a 5-vote margin in the senate). The senate requires a margin of 8 votes to set an expire date for an A4 citizenship. Once more than 50 A0 and A1 citizens is allowed to add new A4 citizens they will be able to directly add these if more than 50 of these approve of the change.

Only nationals of class A can be chosen as successors to senators, governors, cabinet members. When the senate votes to remove an A-citizenship there will be a delay period or at least (1000,500,350,250,200,150,100,50) days before the change takes effect for a win margin of (8,9,10,11,12,13,14,15) in the senate. An unanimous senate is allowed to replace any A-citizens with other individuals and it will take 50 days or longer until the change is implemented.

The cabinet
Consists of 20 specialists but is not given any additional power by the constitution besides the powers given to all A1 citizens. It will be similar to the current united states cabinet in terms of individuals and they will be valuable as leaders in their fields.

B0 citizens 10000
B0 citizens is B1 citizens already confirmed by the senate, the confirmation requires a margin of 2 votes and the amount of B0 citizens is capped to 10000.

B1 citizens 100000
{the number of B1 citizens}/1000 electors needs to approve in order to add a new B1 citizens. If the amount of B1 citizens drops previous votes may become valid and old votes to add B1 citizens will be prioritized over new votes. There is one elector for each seat in the senate, deputy senator, governor and cabinet member, A0 and A1 citizen may appoint themselves as electors but only once(unlike the senate the 100 electors must be 100 different individuals). Practically the electors can decide which individuals to accept as B1 citizens, they might change their decision to support or not at any time and once enough electors approve an individual at any time they will be granted a B1 citizenship.

A margin of 6 votes is required in the senate to remove a citizen from class B and there will time delay of (500,350,250,175,125,100,75,50,25,0) days before the change takes effect for a win margin of (6,7,8,9,10,11,12,13,14,15).

The possibility to do an A-vote limits the power of the executive branch of the government, it is up to the A-citizens to come up with good limitations for the judiciary. Thus the small number of senators is controlled by a much larger number of A-citizens.

About elections
Ordinary citizens C0 C1 C2 have no constitutional rights and the senate can revoke a citizenship or remove citizenships with ordinary majority. The ruling elite may allow some/all citizens to vote on some issues such as electing a govornor, any election result can be implemented via the A-vote, elections to a legislative body(if there is any) or lower courts can also be implemented with ordinary majority in the senate.

The ruling elite may decide to restrict elections to citizens of high class such as C0 or higher, the ruling elite will thus who is allowed to vote on these election and also decide what to vote on, they may let all citizens in Texas choose between 5 A-citizens as a new governor.

About non-citizens
These can also be divided into sub classes such as D0 D1 D2 E0 E1 F0 F1 F2 F3 F4 F5 F6 depending on how dangerous they are to the nation.

Examples

Assume there is 55555 B1 citizens and 5555 B0 citizens, 56 electors will then be able to add 445 new B1 citizens. Lets assume 63 electors wants to add 10000 new B1 citizens, then 7445 will be added immediately while 2555 will be added to the queue with the support 63, if 63 electors later vote to add another 5000 B1 citizens these will be queued after the initial 2555, now if the senate confirms 4445 A-citizens all the initial 10000 individuals supported by the 63 electors and 1890 of the latter 5000 will become B1-citizens.

Assume the number of A-citizens is the full 2000. 1450 votes will then be needed among the A-citizens to implement any change to how the country is governed against the will of all senators, changing how the country is governed against the will of 8 senators will require 1240 votes.

An unanimous senate can decide to let the senators become governors and the 15 governors replaced to be senators in 100 days. An unanimous senate may decide to set time limits for all citizenships of class A4.

Selection process
Examples of selection methods is to pick the individuals that did best on an national iq-test, elect people with high income(especially entrepreneurs), pick individuals that has contributed in other ways such as important writings. In all political system we need a method to make decisions, the simplest method involves only one individual. The problem with giving all decision making power to one individual is that humans are wrong often and we may not admit it in time if ever. Being wrong can lead to results you very much dislike and there is no remedy for that.

By sharing the power between several individuals that are independent from each other we will be able to arrive at the correct decision at a much higher rate, the downside is that it will be more difficult for a single individual to get stuff done when it is needed.

My proposed system for small organizations is a board of 5 individuals that chooses their own successors. The board will need to be unanimous in order to terminate the membership of an individual has against his will. The board can with a margin of 3 votes add a new membership that will be valid after 360 to 720 days, a margin of 4 votes is required for a time delay of 90 to 359 days, before the membership is valid it can be removed with ordinary majority.

For the first 250 days a margin or 2 votes will be required to invalidate membership, 3 votes after 251 to 500 days, 4 votes after 501 to 1000 days and after that the board will have to be unanimous to invalidate invalidate the membership.

A member of the board can request change about how the organization is governed, when this is requested all members will be allowed to vote on the proposal and a margin of 0.1*(the number of members) votes will will be required for each board-member that does not approve the change except for one.

When governing a country consisting of 100 million citizens we should divide them into classes based on quality indicators, the selection process cannot be done fairly but history tells us democracy never works, having a poor criteria(such as iq or income) is better than no criteria.

The highest ruling power will be the senate which has 15 seats. Each senators chooses a first successors(A1 citizen) and a second to forth successor(A2 citizens). 15 A1 citizens can delay the replacement of the deputies to a senator.

Some powers will also be given to specific boards(70 seats total), together with the senate these boards have power to add or remove citizens to different classes. Class A0 to A3 is only given to members or deputies to specific boards or the senate. The highest class(A0) is given to all senators and only senators.

¹ If the senate has voted to revoke the A-citizenship with a margin of less than 15 votes the downgrade will be delayed as long as the individual is of class A2 or higher.

² If the senate has voted to revoke the A-citizenship with a margin of less than 13 votes the downgrade will be delayed as long as the individual is of class A3.

A-vote
A senator or 15 A1-citizen can request any change to how the country is govern, other senators will be able to add a different proposals. The citizens of Class A will vote on the proposal and will have to declare their votes within 35 days in order for it to count. The vote is invalid and stopped unless a proposal win over all other proposal(and the current system) by 0.03*(the number A-citizens) votes for each senator that did not support the proposal.

The A-vote makes it possible to without any major time delay replace a senator or change a decision made by the senate.

Anarchy
When the power structure collapses the result is often anarchy. In a true anarchy the strong will end up dominating the weak. The brave will dominate the cowards, the intelligent will dominate the lemmings, the physically strong will dominate the physically weak. Anarchy eventually leads to totalitarianism due to human nature, the transformation into totalitarianism will take a long time and the best among our population is likely to end up in the top. One example of a stateless society is medieval iceland which lasted 290 years.

Local leadership
The next logical step from anarchy is local leadership. The local rule can be dictatorial, democratic or libertarian(non aggression principle), the most natural state is one male ruler dominating the populating beneath him. Local leaders can cooperate to defend the country, elect leaders or accomplish a certain mission.

Polycentric law

Ultimately what's wright and wrong is determined by battle, most people want to avoid war and hence the people with powerful weapons will be motivated fo cooperate. Power centralisation is very dangerous(hundreds of millions have been killed by their government).

Polycentric law is a legal structure in which providers of legal systems compete or overlap in a given jurisdiction, as opposed to monopolistic statutory law according to which there is a sole provider of law for each jurisdiction. Devolution of this monopoly occurs by the principle of jurisprudence in which they rule according to higher law.

If we manage to crush the current system we will most likely end up with polycentric law. Since your power is related to your violence and terror potential people and groups will be motivated to arm themselves a lot which will solve the issue of national defence.

How long will a system of polycentric law last? It depends on the population, if the population is willing to sacrifice security and simplicity for freedom it is likely to last a long time period. If most people prefer to have a state it will not take long before they got the state they wanted(and high taxes)

The goal is to make sure the probability for failure is low, simpler systems can work but often results in high probability for failure. While the proposal is more complicated than necessary it is still simpler than the current system in the US with it's convoluted judiciary, dual chamber legislative power and a constitution that allows the supreme court to legislate from the bench.

There will be a time delay of 10 day for each senator that did not yet approve the adding of the B1 citizens, this allows the senate to influence to decide during a tie.

Other election results such as election to the legislative branch only requires simple majority votes in the senate. If the senate starts legislating from the bench against the will of other A-citizens the senators can always be replaced via the A-vote.

About non-citizens
These can also be divided into subclasses such as D0 D1 D2 E0 E1 F0 F1 F2 F3 F4 F5 F6 depending on if the are a thread biologically(poor genes) or a military threat to the nation.

Examples

If 13 senators vote to downgrade an A4 citizen to class C (2 voting against) the senate can set the downgrade date to earliest in 250 days, if the A4 citizen before that is chosen as deputy to governor or cabinet member the downgrade will not occur until the citizen is no longer of class A2 or higher(same if the citizen is chosen as successor to a senator).

If 2500 of 3425 A-citizens vote to replace the current system with one man dictatorship during an A-vote we will end up with one man dictatorship. If 2000 of 3425 A-citizens vote to replace the current system 10 members in the senate must also approve the change

11 senators can agree to limit the time an individual is A4 citizen to 500 days. 11 senators can limit the time someone is an B0 citizen to 1000 days. 10 senators can limit the time someone is a B1 citizen to 350 days.

Older suggestions

I was not satisfied with the older suggestions 0 1 2 3 4 5 6 7 suggestion6 may work but i was still not satisfied with it.

The older suggestions gave the senate more flexibility when it came to adding new A and B citizens, there was no limit to how many citizen that could be added and i do not think that is a good idea for the high classes(A and B). In some older suggestions an unanimous senate was allowed to implement any changes which isn't the case for my new ideas. I have also given up on the concept with legal immunity and allow citizens that lose in the senate to appeal, just allowing the A-vote should be enough to prevent abuse.

In older suggestions the senate was not able to downgrade C citizenship with ordinary majority but that is possible with idea 8 and 9.

A1 citizens 85
Member of specific board or first successor to senator. The senate must be unanimous in order to remove an A1 citizen from his post. 15 A1 citizens can request an A-vote or delay the replacement of a deputy senator by 100 days.

A2 citizens 115
Successor to member of specific board or second to forth successor to senator. A margin of 13 votes is required in the senate to remove an A2 citizen from his post.

A3 citizens 210
Second to forth successor to member of a specific board. A margin of 11 votes is required in the senate to remove an A2 citizen from his post.

A4 citizens 1575
The A0 and A1 citizens will choose every other new A4 citizen. When it is a senators turn to select a new A4 citizen any B-citizen can be chosen. citizen can choose a B0 citizen(requires no confirmation), a B1 citizen(requires a 3-vote margin confirmation in the senate) or any other individual(requires a 5-vote margin in the senate). The senate requires a margin of 8 votes to set an expire date for an A4 citizenship. Once more than 50 A0 and A1 citizens is allowed to add new A4 citizens they will be able to directly add these if more than 50 of these approve of the change.

Only nationals of class A can be chosen as successors to senators, governors, cabinet members. When the senate votes to remove an A-citizenship there will be a delay period or at least (1000,500,350,250,200,150,100,50) days before the change takes effect for a win margin of (8,9,10,11,12,13,14,15) in the senate. An unanimous senate is allowed to replace any A-citizens with other individuals and it will take 50 days or longer until the change is implemented.

Specific boards
There will be 10 specific boards for different tasks each having 7 members. One of these boards will be responsible for controlling the monetary system.

B0 citizens 10000
B0 citizens is B1 citizens already confirmed by the senate, the confirmation requires a margin of 2 votes and the amount of B0 citizens is capped to 10000.

B1 citizens 100000
{the number of B1 citizens}/1000 electors needs to approve in order to add a new B1 citizens. If the amount of B1 citizens drops previous votes may become valid and old votes to add B1 citizens will be prioritized over new votes. There is one elector for each seat in the senate, deputy senator, governor and cabinet member, A0 and A1 citizen may appoint themselves as electors but only once(unlike the senate the 100 electors must be 100 different individuals). Practically the electors can decide which individuals to accept as B1 citizens, they might change their decision to support or not at any time and once enough electors approve an individual at any time they will be granted a B1 citizenship.

A margin of 6 votes is required in the senate to remove a citizen from class B and there will time delay of (500,350,250,175,125,100,75,50,25,0) days before the change takes effect for a win margin of (6,7,8,9,10,11,12,13,14,15).

A-vote
Any changes to how the country is governed can forced via the A-vote, this requires a senator or 15 A1-citizens to request it and that the new suggestion for how to govern wins by a margin of 0.03*(the number A-citizens) votes for each senator that did not support the proposal. A-citizens are the only ones allowed to vote and have one vote each.

The possibility to do an A-vote limits the power of the executive branch of the government, it is up to the A-citizens to come up with good limitations for the judiciary. Thus the small number of senators is controlled by a much larger number of A-citizens.

About elections
Ordinary citizens C0 C1 C2 have no constitutional rights and the senate can revoke a citizenship or remove citizenships with ordinary majority. The ruling elite may allow some/all citizens to vote on some issues such as electing a govornor, any election result can be implemented via the A-vote, elections to a legislative body(if there is any) or lower courts can also be implemented with ordinary majority in the senate.

The ruling elite may decide to restrict elections to citizens of high class such as C0 or higher, the ruling elite will thus who is allowed to vote on these election and also decide what to vote on, they may let all citizens in Texas choose between 5 A-citizens as a new governor.

About non-citizens
These can also be divided into sub classes such as D0 D1 D2 E0 E1 F0 F1 F2 F3 F4 F5 F6 depending on how dangerous they are to the nation.

Examples

Assume there is 55555 B1 citizens and 5555 B0 citizens, 56 electors will then be able to add 445 new B1 citizens. Lets assume 63 electors wants to add 10000 new B1 citizens, then 7445 will be added immediately while 2555 will be added to the queue with the support 63, if 63 electors later vote to add another 5000 B1 citizens these will be queued after the initial 2555, now if the senate confirms 4445 A-citizens all the initial 10000 individuals supported by the 63 electors and 1890 of the latter 5000 will become B1-citizens.

Assume the number of A-citizens is the full 2000. 1450 votes will then be needed among the A-citizens to implement any change to how the country is governed against the will of all senators, changing how the country is governed against the will of 8 senators will require 1240 votes.

An unanimous senate can decide to let 7 of the senators become members of the financial board and let the 7 members of the financial board to become senators in 100 days. An unanimous senate may decide to set time limits for all citizenships of class A4.

Selection process
Examples of selection methods is to pick the individuals that did best on an national iq-test, elect people with high income(especially entrepreneurs), pick individuals that has contributed in other ways such as important writings. In any case it is important to focus on achievements when selecting people to the elite and not focus on their personal opinions. We do not want a political selection process, we want a meritocracy.

Only allowing intelligent individuals to vote

This is another idea i am working on, the idea is to let each state(in the US) to come up with an intelligence test and let the best 2% on the test vote on the elections.

Just restricting the right to vote based on intelligence should be enough to make sure the us system works well, i would like to see some other reforms as well but the united states population is conservative and thus we will probably need to keep most of the current system with bi-chamber congress and a supreme court where the judge is appointed by the president and confirmed in the senate, it is actually a decent system.

For a congress(unichamber) with 99 members a member should be replaced every 10 days, if the individual selected already is a member of congress he/she will be allowed to select any other citizen as member of congress.

Proof of work(taxes paid) selection method.

The probabiliy of being selected should increase linearly with the amount of money paid in taxes, this might actually work as a statist system. Now finally i night be able to construct a viable statist system. The senate will have 15 to 35 seats and will be the highest judicial power, senators choose their successors freely.

A0 member of the senate.
A1 deputy senator
A2 second to forth successor to senator.
A3 member of the house of reprasentatives.
A4 former member of congress.
B0 top 0.1% on national iq-test.
B1 top 1% in national iq-test.

Members of the house of representatives are randomly choosen among the the taxpayerd where the probability to be selected will be {the amount of taxes paid by the individual}/{total amount of taxes paid to the state}

Impeachment
In order to impeach(replace/remove) a senator {the number of senators opposing the inpeachment}^2 win margin(yes votes minus no votes) in the house of reprasentatives is required.
